This is a tactic for the IRS to catch you even when they are barred by the statute of limitations... Normally they cant come eafter you post 3 years of due date of filing.
If they deem your return as friivlrous, then they get unlimited access to your mailbox because a friv return is no return in the squinted eyes of the tax law. An no retun means no time limitation of 3 years for the IRS to trouble you.
Try not to sign it, try to contest- especially your earliest return, any more advice and I will be overstepping. Regarding ur returns of previous 2 years even if you refuse to sign those they can trouble you by essing a deficiency[short fall] then forcing you to pay or else face crazy interets penaties.

: I sent in 1040X for the last 3 years, whereby the IRS deemed the "frivolous" and sent me forms 2297 and 3363 to sign and return, waiving my right to ammend. I was then told that if I do NOT return the forms signed, I would be fined $500 per return. Is that legal? What position do I have? Thanks
