R.A.V. stands for Robert A. Viktora.
In 1992 two rs set a cross on fire on the front lawn of an African American family's home. They were both arrested on charges of violation of St. Paul's "hate-crimes" ordinance. One r pleaded guilty. The other, known by his initials (R.A.V.) pleaded innocent, claiming freedom of speech (he believed the hate-crime law violated the First Amendment.)
