In the book, Francisco d'Anconia asks several people several times this question: "If you saw Atlas, the god who held the world on his shoulders. And for every ounce of strength he emitted trying to hold it up it bore down harder on his back, if you saw this, what would you tell him to do?"
The answer was: "I dont know." from Hank Rearden or Dagny Taggart, or whoever.
Francisco then answered: "To shrug"
The symbolism is latent, in the book, the industrialists are the "Atlases moving or holding up the world" and John Galt has given them all the power to shrug when the blood is running down their chest from the weight of the world. So in the book, Atlas really shrugs.
