To deal with your second question first, the verse lines you are seeking undoubtedly come from the start of Pope's Epistle to Burlington, the fourth and last poem of the Epistles to Several Persons:

Is it less strange, the Prodigal should wast
His wealth, to purchase what ne'er can taste?

There are other lines to this effect in the poem. As to your first request, this incident does not ring a bell - but Lord Bathurst did build such a small place, which was known as "Pope's seat" on his estate.
